Governance & partnerships

Evidence only moves as far as trust allows.

Patsinde is built around Malawi's existing governance, not alongside it — and the data always belongs to the communities who created it.

The ecosystem

Everyone has a role in the loop.

Community membersReport challenges, vote on priorities, and confirm resolutions — with anonymity whenever they choose.
Community championsTrained residents who collect, validate, and submit on behalf of neighbours who can't.
Traditional leadersChiefs endorse the platform, host validation circles, and display village dashboards at their courts.
District councilsReceive escalation alerts, log responses, and use the evidence in District Development Plans.
Line ministriesGet sector alerts, log actions, and appear in quarterly public rankings.
MPs & councillorsConstituency dashboards and monthly briefs — evidence to justify CDF allocations.
NGOs & CSOsSubscribe to alerts, post services in the marketplace, and report interventions.
Private sectorMatched to community needs their services can meet, tracked transparently.
Donors & fundersBrowse unmet needs, spot funding gaps, and track confirmed impact.
Media & journalistsUse public scorecards and annual reports as accountability tools.

On development partners

NGOs and agencies already working in-district — such as UNICEF, UNDP, and GIZ implementing partners — are the kind of organisations positioned to co-fund and co-deliver larger responses through the marketplace. Government integration is earned through track record, not assumed on day one.

Data sovereignty

The data belongs to the communities.

This is not a slogan — it is built into the architecture:

  • Anonymous submissions are stored completely separately from identified ones. No cross-referencing is possible after submission.
  • Community Ownership Agreements record, per village, that the data belongs to the community — along with approved uses and the champion's identity.
  • Photographs and testimonials are only ever published with explicit recorded consent, with an anonymisation option.
  • Every action on the platform is logged in a tamper-evident audit trail.
  • Personal data handling follows Malawi's Electronic Transactions and Cyber Security Act and GDPR principles.
Built to last

Three funding pillars, in order.

Sustainability is sequenced deliberately: each pillar funds the credibility the next one needs.

Covers operations and evidence-generation during the pilot phases, while the model proves itself in the first districts.

Formal data-use agreements with councils and ministries make Patsinde evidence a funded, standing input to planning — anchored by MOUs with renewal workflows.

As the marketplace matures, a modest fee on private-sector transactions diversifies revenue — so the platform never depends on a single donor.

No one left behind. Every voice counts. Every challenge heard.

If your council, ministry, agency, or organisation wants to help build Malawi's citizen evidence backbone, Patsinde would like to talk.
